"Extra instructions" box should be a separated section at Story Bible

From user: It would help if the chapter scene “directions” were part of the story bible, so you only have to enter it once -instead of for every chapter. If you like, it could still be copied to each chapter, for those that may want to customize the instructions for a particular chapter - but, I don’t do that.  I use same instructions for each chapter - creates consistency.
