Skip Generate Plugin

The new plugin generator feature is pretty cool, but sometimes we just want to duplicate an old plugin we’ve already written to use a different model. There are other reasons we’d want to avoid using the AI generation stage to manually build plugins, but this is a common one.

We need an option to skip the generate step and go directly to the Review and Save Plugin page. It’s a waste to write dummy instructions and click the generate button just so we can get to this page.
