Recent change to Outline's Chapter options?

I suddenly can’t choose the ‘create X chapter’ in the Outline’s Chapter’s dropdown options??? Just yesterday, I could make a new instance of a chapter even if the Outline Chapter is already linked to a document. Now all of a sudden that’s gone? The way it was before allowed me to make a new instance of a chapter to try out different things and see which version I liked best. PLEASE PUT IT BACK???
