Make the Continue toggle in Draft always available

Right now, the Continue option only shows up once words start generating, which might slow writers down. The toggle could either be ON by default or be always visible from the start, so they can set their preference before generation begins.

This would remove extra steps and make the Draft tool feel smoother.
