Make menu changes bee consistent.

When I re-order my menu to use the features and plugins I use most, every time I change chapters to work in or start up for the day, my menu settings have been changed arbitrarily re-ordering ever item in the menu differently each time. There either needs to be a consistent ordering that sticks. Don’t make menus dependent on what chapter you’re in.
