Chapter outline to chapter scenes

When turning an outline into a chapter scenes you can set it to make X amount of scenes or you can just let it make how many the Ai wants like it does now. It would help because for example if I need 7 scenes for a chapter but the Ai keeps only making 4, it can be a way to make sure it spits it up into 7 scenes just like I need them to be.
