Ability to reorder/move Acts and chapters in Story Outline

The abilitity to move the order of chapters and acts so a new item can be added in a already created outline providing the ability to insert a chapter. I have found that in some cases I wish to split a chapter into multiple chapters but the order of the outline is not maintained. when you add the new chapter.
